As such, it touches upon the social scenario in Terengganu and studies some statistical data on related crimes such as statutory rape, close proximity between unwed couples and premarital sex. The dissertation defines fornication and its punishment under Islamic jurisprudence and in the Shari'ah Penal Code of Terengganu. It also studies the contributing factors toward the occurrence of zina in this state and the effects that ensue from it. With regard to the preventive measures against zina, the study details out the measures that can be found in Islamic jurisprudence, covering those related specifically to men and women respectively and those related to both sexes. It looks at them in terms of how far they are implemented in the state. Consequently, it criticizes the public at large and authorities for their failure to perform their responsibility in tackling the rising number of zina. The methodology used in this research combines the analytical method and data collecting from the field. It also uses the deductive method, by surveying the relevant writings on the topic. The study has a number of important findings. Among others, the state of Terengganu - and Malaysia in general - is in need of implementing the Islamic punishment for zina, which includes whipping and stoning, in order to prevent people from committing this crime. It also found that some Muslims in this state do not implement the preventive measures to guard against zina, while some others do not know its legal definition. | ||
