Summary:This study aims at formulating a theory that covers the issue of holding the rulers into account for their deeds based on Islamic jurisprudence. The study is divided into two parts. The first part consists of two chapters. In the first chapter the study discusses the juristic theory and the juristic rule and the differences between the two. Moreover, it mentioned the concept of legitimate rule and its relation with authority and sovereignty. The second chapter sheds some light on the system of holding the rulers into account and its injunction in Islam. This was done by discussing the concept of holding the rulers into account, its establishment, legitimacy, and importance. The second part of this study consists of two chapters as well. In the first chapter the study focuses on the methods of holding the rulers into account in the contemporary political thought. These methods include the use of public opinion, the legislative authority, and opposition political parties in supervising the rulers and holding them into account. It also discusses the concept of separation of powers and its role in specifying the jurisdiction of the ruler. The second chapter discusses the methods of holding the rulers into account in Islamic political jurisprudence. These methods include the use of public opinion, the legislative authority, opposition political parties, and the concept of separation of powers in supervising the rulers and holding them into account, through an independent political supervising body. The study used the inductive, descriptive, analytical and critical methodologies in discussing its topics. In conclusion, the study has found that the idea and concept of supervising the rulers and holding them into account existed since the beginning of creation. Moreover, the prophet Muhammad peace be upon him was the first person to implement this system, and he was followed by the four righteous caliphs. This means that holding the rulers into account is one of the most important methods of ensuring prosperity and justice among the people and obligatory for all Muslims to implement it in their political system.
