| Summary: | The study focuses on the topic of al-amr bil ma'ruf wa nahi an' al-munkar and the guidelines outlined by the Sunnah of the Prophet, through the study of Hadith Sahih narrated by Imam Muslim which means, «When a person sees an evil act, he shall change it with his hand. But if he can't, then at least speak out against it with his tongue. If he can't, then at least he has to hate it with all his heart. And that is the weakest of faith», and clarify the relationship between this hadith with the fiqh of al-amr bil-ma'ruf wa nahi an al-munkar, together with the guidelines of Hisbah in Islam and its significance in determining the effectiveness of the overall performance by members of the Enforcement Division of the Islamic Religious Council of Negeri Sembilan (Bahagian Penguatkuasaan Jabatan Hal Ehwal Agama Islam Negeri Sembilan). In addition, this study also focuses the general guidelines that are applicable in (BPJHEAINS) under the auspices of the Islamic Religious Council of Negeri Sembilan (MAINS). In this study, the author also tries to elaborate the hadith by referring to the lafz of hadith, general meaning, level of authority and a number of different narrations in this subject, as well as pillars of Hisbah in Islam, which must be mastered by every member of the religious authorities. Next, the author introduces (BPJHEAINS) specifically on its historical establishment, goals, obstacles and the challenges faced by members of this department while performing some of the operations. Finally, the author attempts to assess the applicable guideline of hisbah that has been used by (BPJHEAINS) and the extent to which it is parallel to the Sunnah and to assess the role of the authorities of the Enforcement Division of the Islamic Religious Council of Negeri Sembilan (BPJHEAINS) through participation in a series of operations conducted by (BPJHEAINS). |
