Summary:This study aimed at identifying the role of Islamic banks in achieving the intent of the law in the development funds: the case of Kuwait model through its services, financing, investment, and the banking operations it provides. This study also aims at identifying the obstacles and the shariah standards that face the Kuwaiti Islamic banks in actualizing the Islamic shariah purposes in the development of funds. The study population included the active Islamic banks in Kuwait (i.e. Kuwait Finance House, Boubyan Bank, Ahli United Bank, and Kuwait International Bank). Questionnaires were administered neutrally among a random sample of four Islamic banks, and exactly on 10% of the total staff of each bank. The findings of this study indicate that the Islamic banks in Kuwait do observe the purposes of Islamic law in the development of funds through its services, financing, and investment. There are some impediments that need from the Islamic banks to deal with them and plan for them. Finally, this study has come out with many recommendations; here are some of them: the necessity of establishing a faculty that specializes in Islamic banking and finance inside the University of Kuwait or in the general council of applied education and training just like what is being done in the International Islamic University Malaysia. The necessaty to include the Monetary Authority Act provisions dealing with controls and selection rules of Shariah Supervisory Board, and the necessaty to provide the right atmosphere to attract Islamic capital. The results of this study explains that the Islamic financial market with the application of destination by shariÑah is one of the major necessities of investment where Islamic banks are refusing to trade in coins, At the same time the support of investment in Islamic banks that apply shariah destination in Kuwait will differ from conventional banks.
