During this period, the foreign policy became assertive and pragmatic. It is argued that the shift in foreign policy during the period was based on the strategic planning to face the changing realities and the new internal and external environments. The Strategic Planning Model was applied in order to explain this shift by analyzing three main aspects of strategic planning: Pro-East policy, pro-Islamization policy and pro-Economic growth. Data for this analysis come mainly from such secondary and primary souces as books, journals, magazines and Government Reports. An examination of Malaysia foreign policy shows that it is only during the second phase of Mahathir that we see a 'real' shift in Malaysian foreign policy, the shift from the West to the East, and to the Muslim World in particular. It is interesting to note that during the second phase of Mahathir, the foreign policy of Malaysia began to be strategically planned. Malaysia adopted a foriegn policy which is more 'East' oriented though it could not totally ignore the West for its own economic development. In this phase, Malaysian foreign policy no longer concentrated merely on security and defence, but rather stressed more on achieving econo0mic growth. Malaysia attracted foreign investors and the same time extended its relations to the South. Malaysia also placed Islamizaation as one of its main goals of foreign policy and consequently, began to deepen its relationship with the Muslim World. | ||
