| Summary: | This research discusses the principle of “ruler's actions towards the public are based on maÎlaÍah (public interest) and its application in the distribution of zakat by the Baitulmal (treasury) in Terengganu. In doing so, the researcher tends to describe the meaning of this principle together with its basis in the Shari'ah. The researcher then tries to correlate this principle with several others alike principles. The historical background of the establishment and administration of the Baitulmal of Terengganu will also be briefly discussed together with numbers of examples wherein this principle has been applied in distributing zakat in Terengganu. This research combines several methods such as inductive and analytic in collecting written data related to this principle and its meaning, the related Qur'anic verses, traditions of the Prophet and opinions of the Muslim jurists. This research then analysis the decisions, notifications and publications publish by the centre of zakat of the said Baitulmal. This research will highlight the most distinguish application of this principle and the laying public interest that is aimed from it. This study also reveals the guidelines laid down by the Muslim jurists in the application of this principle. Information is also obtained from interviews where several officers has been interviewed. At the end, the study concludes that the act of the Imam which has its implications on the public must be done by considering the interest of the public. The study also concludes that this principle has been well observed by the distribution division of the centre of zakat under the Baitulmal of Terengganu. |
