Summary: | Reality indicators refer to the existence of some problems and challenges that face the higher education institutions in Oman. These challenges can be represented in the higher education outcome capacity and its limitation in fulfilling the different requirements of the society. The multiplicity of supervising authorities is just another change to be added to the aforementioned challenges. Therefore, this study aims to identifying the reality of the management of the public and private higher education institutions in the Sultanate of Oman and its prospective in the light of the application of the total quality standards from academic and non-academic staff's perspectives. The population of the study consisted of a group of experts and officials of the public and private higher education institutions. The sample of the study included 105 academic and non-academic staff members, where they represent 20% of the study population. In order to achieve the aims of the study, the researcher designed a questionnaire, which included 72 items, which were later distributed to 5 areas. Means and standard deviations (STD) of each item and of each field were calculated. In addition, several interviews were conducted with some of the experts, officials and deans of colleges at the Ministry of Higher Education. Findings of the study reveal a number of indications. First, it is very important to relate the process of planning with the strategic development plans of the State, especially for any future work. It is also important to connect the higher education institutions with the latest technological systems. Second, this relation can be performed by organizing the proposed programmes in accordance with the future needs of the Omani society. Third, it is very necessary to establish another public university, where the offered programmes are related to marketplace requirements. At present, there is only one public university. Supervision over these universities shall be made by one independent authority. Fourth, marketing the results of scientific researches in both public and private sectors is also vital. In the light of the above findings, the researcher has proposed a number of suggestions. First, it is necessary to adopt modern educational systems like distance learning and electronic learning. Second, initiate another public university with different majors that are required by the marketplace.Third, initiate an award under His Majesty the Sultan for institutions whose administrations have achieved an increase in admission rates, and finally carryout the Omanization of the academic and administrative staff of these institutions. |
