Summary:The research aims at teaching and learning the skills of verbal and written expression for non-Arabic speakers according to theory of Gerjanis's Systems and obstetrician Noam Chomsky from the perspective of Arabic language engineering. To achieve this goal, the researcher designed an educational program based on various educational methods, in clarifying the educational learning situations. The researcher followed the semi-experimental approach to find out facts and collecting information. The program was applied to a target sample of 24 learners at the Centre for Languages and Scientific Development at the International Islamic University Malaysia. The results were measured through a pre-test and a post-test of the sample after application of the program. The results of the test were analysed using the SPSS system according to Bloom's cognitive levels. The percentage was also used to identify learners' errors before and after the learning program was applied. The researcher also used the arithmetic mean to find the differences between the grades of the students in the pre and post-test. Independent sample t-test used to analyse the data showed an improvement in the performance of learners with statistically significant differences between the mean scores of learners in favour of the post-test. Because the arithmetic mean is higher, given the differences in grades between the pre-and post-tests, the value calculated in absolute terms is t = (43.437), which is greater than the value (2.69) taken from the distribution tables t at degrees of freedom of (23). It is noted that the significance of p value = 0.000 is smaller than (0.05) of alpha level illustrated that there are statistically significant differences between the average scores of the learners. The study concluded the results with important points which are: (a) The effectiveness of teaching using the theory of Gerjanis's Systems and obstetrician Noam Chomsky in the construction of structural and gradual linguistic engineering. (b) The effectiveness of multiple means in teaching the skills of expression; the success of the sample members in the use of Arabic language engineering and its programs in the learning of the expression skills and the new in research of teaching the skills of expression in the form of structured linguistic engineering beginning with the one word then two words and then three words so that the learner can formulate a paragraph and write an essay.
