Summary:This study aimed to identify the role of humanitarian intervention in Libya and its impact on the stability and sovereignty of States. This study focused primarily on the problem of the existence of sufficient legal cover for NATO and its military operations in Libya and the vulnerability of sovereignty and stability as a result of this intervention. As well as the international organizations and institutions, including the UN Security Council monitor closely the extent to which Governments and States to observe the human rights which pays those international institutions to intervene to reduce internal conflicts that often end in violent crimes to claim human lives. This study also focused on the problem of Governments of some States to commit flagrant violations pay undoubtedly international intervention to protect the human soul from perishing as a result of those conflicts, and its attendant effects on the national sovereignty of States. The researcher follow inductive, comparative and descriptive analytical method to describe international humanitarian intervention and described the NATO role in weakening the power of the collapsed regime and protect civilians and to analyse the position of international organizations of the popular movement since 15 February 2011, and the role Security Council resolution 1970 and 1973 and extrapolate the legality of this intervention and that has had a legal basis in international law or not and whether this intervention has led to the diminution of national sovereignty of the State over its territory, as well as identify the international obligations and commitments undertaken by Libya to preserve human rights and healing political differences, and the procedures followed by the Libyan Government and the international community which prompted the decision to intervene and the role played by NATO in this regard, and the comparison to Ben how closely the phenomenon of international intervention Humanitarian and security instability in Libya after events. The study reached several conclusions, including the legal basis for humanitarian intervention depended on respect for human rights in peacetime and in times of armed conflict and also the commitment to the protection of civilians and human rights and the safety of their lives and not to torture them with no sanctions against them without trials Fair, I also study results indicated that the UN Security Council of international organizations highlighted the critical decisions about violations by Government forces towards civilians in Libya, as well as the international intervention in the Libyan crisis has led to the exhaustion of the Libyan State political capabilities And economically, although Libya was on good terms with most of the European countries. The study recommended the need to activate the comprehensive national reconciliation between the parties the Libyans on the basis of inclusiveness in an inclusive political process.
