520 |a The phenomenon of illegal migration is one of the most important contemporary issues, as the concerns of the government and public opinion that have recently become one of the newly created problems with security, social, economic, political and legal implications as well, and illegal immigration has become one of the most pressing national issues affecting on Libyan national security. The causes of external migration are political or religious problems that lead to the migration or expulsion of a group, gender, party or a social class overcame on it, support and encourage the official bodies of displaced persons and newcomers, the conflict and the resulting forced migration, such as the forced displacement of African black into the new world. Under the signing of Euro-Mediterranean Partnership Agreements and neighborhood policies, it is necessary to deepen dialogue and consultation between labor-exporting and receiving countries on the causes and motives of migration, and not just to eliminate illegal migratory currents. The study found that exporting countries had a number of positive results on migration since they were considered to be a solution to the problem of unemployment at home or at least reduce their severity. The phenomenon of illegal immigration helps to create immigrants professionally and acquire many experiences, in addition to the huge amounts of foreign currency transferred by migrants. The study also indicated that economic motives were one of the most important reasons for illegal migration, as a result of the low economic situation in the exporting countries migrants, which are deficient in development processes, lack of employment opportunities and low wages, as well as the need for labor in the receiving countries, and finally the war had the great role of illegal migration. The dangers of illegal immigration in European countries are based on security breaches and the economic situation. The study recommends the need to work together to international efforts to control the retarded, as well as the need to seek for other ways to deport them. There is also a need to consider nepotism, corruption, human rights violations, restrictions on freedom of expression, the absence of democracy and the continuity of emergency laws, and work to find the best way to avoid either of them, and the need to raise awareness among migrants and citizens about the risks of migration, intellectual extremism, and political instability. Finally, European policies must be treated as encouraging secret migration, where migration is restricted to asylum, secret migration, and family gathering, as well as, the necessity to find solutions to the settlement of migrants.
