The researcher used the inductive method and the analytical approach. The research concluded a number of results; the most important of which are: 1.The concept of the state in the Islamic heritage and thought is completely different than western concept of the state. 2. The just state is destined for permanence and continuity, even if it a non-Muslim state, and the unjust state is destined to destruction and perishment even if it is a Muslim state. 3. The existence of the state is a religious duty and a human necessity. 4. The foundations mentioned in the research must be available in order to successfully complete the state-building process. 5. Clear legislation and a firm constitution that does not change according to whims of people can enable the stability and continuity of the state. 6. The success of the Justice and Development Party in managing the affairs of the state is the result of the grace of Allah, and then the sincerity of the individuals managing the country, and their ability in taking the means that lead to success, and continually working in the best interest of people and the country and a whole.
