520 |a The issues and the challenges in the implementation of Quality Management have become a great concern with the mushrooming growth of private universities in Bangladesh within a short span of time. Hence, the main purpose of the study is to identify the four key areas which included the quality of teachers, perception of the stakeholders, the research facilities, and the current role of the controlling authorities of the private universities. This has arisen as a backdrop amidst the huge criticism for the low-quality education of some private universities in Bangladesh. In order to identify the issues and the challenges in the implementation of quality management, some important models have been discussed in the context of the private universities in Bangladesh. The Models are (a) Baldrige Model (b) ISO 9001 Model (C) TQM Model and (d) the IQAC Management System. Based on the discussion of the models, it has been found that there were lots of potential benefits of TQM model in the context of higher education in Bangladesh. In spite of better performance of TQM, it was not totally followed in the quality management of Bangladesh private universities. Considering the socio-economic and cultural factors, the Government of Bangladesh modified the TQM model and introduced a new Higher Education Quality Management Project (HEQEP) through Institutional Quality Assurance Cell Operation Manual 2014 (Model) to enhance the quality of management on Outcome Based Education (OBE) system for both private and public universities. The approach of the study was qualitative and involved a blend of depth interviewing of the policy makers, focus group discussion with faculty members and group discussion with the students who are the main stakeholders of private universities. The most important positive findings are the great opportunity for a large number of higher secondary passed students to get their higher education with the emergence of many private universities and this has also created many job opportunities for the students of private universities. The findings also reveal most of the students are satisfied with the teaching-learning including co- curricular activities. On the other hand, teachers and students are not at all satisfied with the research facilities and financial supports that are most important to create an environment that will, in turn, cater to an effective dissemination of knowledge in higher education. The finding also reflects that the current practice of the controlling authorities like the Ministry of Education, the University Grants Commission and the Accreditation Council are not very effective to implement the Private University Act 2010. Moreover, the control and imposing nature of the Board of Trustees (Founder), especially with their commercial motive, is a serious impediment for quality management. A private university should be run by the Vice-Chancellor /Rector with the assistance from the top management leadership free from any intervention. Despite some limitations, the outcome of the study will be instrumental in ensuring the quality management if the issues and the challenges are soundly addressed as identified in the research which will definitely improve the overall development of the country. This study will generate ample interests among the stakeholders who are directly and indirectly connected with the higher education. Since this research is first of its kind in Bangladesh, the study may prove to be a stepping-stool for further research in this field.
