This involves the introduction of Government Transformation Program (GTP), Economic Transformation Program (ETP), 10th Malaysia Plan (10th MP) and New Economic Model (NEM). The common characteristic of these programs is the importance of transforming the culture of public service to be more efficient, effective and responsive. To support this transformation, Public Service Department (PSD) has introduced Public Service Department Transformation Framework (PSDTF) aimed at transforming the public service that includes the organisational culture of PSD. Currently, there are very few studies concerning transformation of organisational culture in Malaysian public sector. Thus, this study will examine the public service organisational culture transformation, specifically the relationship between PSDTF implementation and the expected changes in PSD organisational culture. In order to achieve the research objectives, hypothesis testing and correlational study design was used. Survey method using structured questionnaire was used for data collection. The sample consists of 314 members of PSD in Putrajaya and Kuala Lumpur. A pilot study was conducted to determine the validity and reliability of the research. Changes were made appropriately to the questionnaire before it was used for the field study. Both descriptive and inferential statistics were used for data analysis with level of significance was set at p=0.05. The research found that the implementation of PSDTF influenced perceived changes in PSD organisational culture.
