This study aimed to empirically response to recent calls for the role of civic networks in mediating disaster preparedness and it’s two other critical factors: technology supports and institutional supports, so as to deepen nuanced understanding on its social capital perspective. This study utilized two theoretical approaches: social capital theory to reflect as civic networks and technology supports refers to the feature of knowledge-based systems model.
