The objective of this thesis is to develop new schemes that address cell association, interference mitigation and load balancing among base stations efficiently. This thesis begins with a literature review and introduction to network modelling, followed by the related investigation of LTE-based heterogeneous cellular networks. In the first part of this thesis, the open issues and present state of the art of LTE-based small-cell networks are reviewed. Later, a new cell association technique has been proposed to maximise load balancing among base stations and at the same time minimise the interference among base stations in LTE-A heterogeneous networks. Furthermore, a new way has been suggested to obtain satisfactory bias value for cell range extension in order to further enhance load balance of the network. The proposed schemes demonstrate well in all those aspects compared to existing schemes.
