Summary:Generally, the delineation formation between states will refer to the river alignment. According to Warta Kerajaan Negeri Kedah, the original marine boundary line between Perlis and Kedah follows the “Commencing from Boundary Pillar No.19 on the Siamese Border, as shown on Certified Plan No.867 to a pipe at the confluence of the Sungai Sanglang and Sungai Kobah, thence the centre of Sungai Sanglang downstream to its mouth. Thence, it follows a straight line towards the Northern tip of Pulau Payar to the limit of Malayan Territorial Waters”. (Warta Kerajaan Negeri Kedah,1953). But, nowadays the boundary line between Perlis and Kedah changed drastically due to long urbanisation process which has confusing many parties including residents, State Governments and Jabatan Ukur dan Pemetaan Malaysia (JUPEM) from Perlis and Kedah. There was missing boundary line between Perlis and Kedah starting from point at Pekan Sanglang to the Kuala Sanglang where the original river was replaced by the housing areas. Therefore, there is no clarify of boundary line between Perlis and Kedah. From the stated Warta Kerajaan Negeri Kedah, the boundary line between Perlis and Kedah are follows a straight line from the center of Sungai Sanglang towards Northern tip of Pulau Payar, Kedah. Unfortunately, until now JUPEM Perlis and Kedah still unclear about the point position of Northern tip at Pulau Payar, Kedah. There is no monument or Bench Mark (BM) are establish at the northern tip of Pulau Payar, Kedah because the resurvey by JUPEM Kedah and Perlis are still in progress.
