Summary:A person with disabilities (PWDs) are the people which have physical, hearing, visual and sensory impairments. They are special people where they need an access and appropriate facilities to enable them to use it because they use an assistive devices that will facilitate their movement such as wheel chairs, cane and etc. The facilities have laws that provide an access outside buildings. Department of Standard Malaysia(DOSM) provides the Malaysian Standard MS 1331:2003 (Access for Disabled people Outside Buildings). The access and facilities needs to follow the standard in MS1331:2003 such as ramp, stairs, lift, footpath and others. Next, this dissertation used the qualitative and quantitative methods and the main tool is observation in three areas of case study at Kuala Lumpur City Centre such as Bukit Bintang, Hentian Putra and KL Railway Station. In addition, the others method used to get the data are provide the checklist, taking photograph and also by distribute questionnaire to PWDs.
