总结:The theory and research on the effectiveness of Online HR System especially in recruitment and selection tends to be dominated by the empirical research, which every work done have given a different result. Hopefully, this writing will be able to give the clear picture to the technology human resource planning and development researcher about the advantages of using the technology in organizations. This research has related the 'HR System' criteria which are the 'Online-Job Application' and the 'Online-Job Advertisement' with its effectiveness towards its users. The utilization of the system would probably increase the chances of selecting for the potential job candidates for the government sector and might also satisfied the HR System implementation itself. The focus would be on Suruhanjaya Perkhidmatan Awam Negeri Sabah (SPANS) which conducts all the process of recruiting and selecting for the new Government staffs in Kota Kinabalu. Through this study design, we will see the results of the hypotheses testing which involved the relationship between those two variables; Independent Variables' and 'Dependent Variable'. The results might be the positive or the negative relationship or at least has a significant effect. It will be based on the respondent's feedbacks (from the SPANS staffs and manager, Jabatan Kesihatan, Jabatan Penerangan, Jabatan Pendaftaran and Jabatan Pengangkutan Jalan) which are collected through the survey questionnaires.
