It purifies the payer, wipes out his sins, prevents him from stingness and miserliness, which tarnishes one's honor; makes one become a person characterized by noble behaviors. It also cleanses the poor from jealousy and grudge against the rich, so that peace could reign in society, and individuals would love one another, instead of having hatred against one another. and thus become liberal, trained to be concious of trust and give people their dues". however, because the topic of this research has to do Zakat, the researcher dealt with it in order to find out the extent to which the Islamic legal policy has been applied to the collection of Zakat and its expenditure for the public welfare in Nigeria. He thus adopted the inductive, the applied and the deductive methods, in order to explore vivdly the situation of the institution of Zakat, its collection and distribution in Nigeria, and also to explain the Islamic legal verdicts in respect of Zakat and their application to the Nigerian society. Meanwhile, the researcher eventually discovered that the rate of poverty and begging among the Nigerians is very high, due to the failure of the goverment in the management of the country's funds, her indifference to Zakat revenues which Allah has made a means of economic and social reinforcement. He also observed that most of the Zakat payers in Nigeria are not informed about the Islamic rulings associated with the payment of Zakat. Finally, the researcher came out with the fact that the Zakat revenue has contributed to the alleviation of poverty in Nigeria, through the established bodies managing it in accordance with the Islamic regulation; while it is being spent for the less privileged: the por, the needy, widows and orphans, then the scholars calling to the way of many projects like building of educational instituitions, mosque and orphanages. The study reveals that Zakat should be paid to the established bodies in Nigeria; that Zakat could be paid out of wages and salaries that attain the required amount on which Zakat is payable; while the investment of Zakat revenue is also allowed if it is for the public welfare. |
