Researchers have disagreed regarding how this issue can be diagnosed and analyzed as well as its suitable remedy. It aims to explain the concept of administrative leadership in the perspective of contemporary management and measure it on the standard of Islamic Sharia. It also sheds some lights on the efforts of the National Congress in combating administrative corruption and what to be taken into consideration in selecting the leaders and mandate holders of the Libyan state affairs from perspective of the constitutional section declared in 2011. The research derives its significance from the fact that administrative leadership is one of the important issues that have gained the attention of both researchers and thinkers due to its direct effect on the advancement of nations and societies. One of the reasons for the importance of this study is the connection between the administrative leadership and administrative corruption which all the global organizations and societies are struggling to eradicate. Hence, the researcher employed the inductive, critic and comparative approaches which are based on following things up as well as combining their parts to each other in order to see their compatibility and differences. The study ends up with some findings and recommendations the most important of which are: The concept of administrative leadership in the contemporary administrative thought is antithetical to some of the rulings of Islamic Sharia. The efforts of the National Conference towards the eradication of administrative corruption are confined to the development of regulatory systems and punitive laws without much attention given to the importance of administrative leadership selection. One of the reasons for the spread of administrative corruption in Libya is the bad choice of the approach and the basis on which this selection is made. |
