To realize good training, tremendous amounts of money have been spent and many programs have been executed. What remained is making sure that the training programs are efficacious, whereas the effect on the individual and the institution is the central question in the minds of decision-makers. The research aims at answering many questions about the extent of the training programs efficacy in the Sultanate of Oman from the training officers’ perspectives regarding defining the aims of the training programs, selecting the offers of the training programs, execution and following-up. Also, to what extent age, sex, labour sector, academic qualification, place of training, employing position and experience effect the judgment of how efficacious are the training programs. The research was concluded with many findings, the most important of which is the realization of the main purpose that the training programs are efficacious with positive impact. In addition, training increases job satisfaction, and trainees’ efficiency, the training allocations are sufficient to implement the training plans, and the return of training commensurate with the cost, and the failure to measure the revenues of training was noticed. The study recommends that it is necessary to seek help of the experts and advisors to evaluate the training process, form a committee specialized in the training quality and forge the foundations and standards to ensure the quality of the training process, and adopt the modern instructions by using DACUM and the modern theories like SIX-SEUGMA.
