Summary:This research aims to develop a learning strategy (Role Play) based on the difficulties foreign students have speaking Arabic, the difficulty they have communicating with others, and their inability to express themselves in the language, all of which are caused by their lack of proficiency in the language. This research was carried out in order to address this issue. To reach the study’s objective, the researcher used a descriptive technique to analysis, drawing on past research, to fulfil the study’s objective, which is to uncover the reasons for students’ deficient Arabic speaking skills. Simultaneously, the Researcher used the same procedure to achieve the second purpose, which is to learn how to contribute a strategy (Role Play) to the educational process in order to develop speaking skills. The researcher next used a design method to fulfil the third objective, which was to finish the steps in using the strategy (Role Play) to teach laying skills. This study found a number of findings, the most important of which is that students are not proficient in Arabic despite learning it. This is due to a number of factors, including a lack of self-confidence, shyness, and fear of making mistakes, as well as a lack of supportive language environment, and less use of Arabic in everyday life. The researcher also discussed some of the necessary stages in implementing the technique (Role Play) that is incorporated in the planned learning model, and can be used by teachers in their classrooms later.
