Summary: | Human resources management is considered the bases of continuous development in human element. Many countries realized the important level of human element to achieve successful productivity in industrial organizations. Libya is one of the nations that recognized the importance of industry as the only way to develop the economy rather than depending on oil as the main source which accounts for 95% of national wealth. Therefore, the Libyan government has put a strategy to create an alternative supply for the economy. According to that the government has encouraged the establishment of many factories but during the seventies in last century the government adopted a strategy of open market which has affected the domestic industry and local companies to compete will with foreign companies so that many local manufacturers were unable to continue in the market and had stopped business. Therefore, the government has supported national factories despite they did not achieved the desired of the government but this mainly because of the importance of their products and large number of labour working in these factories. Among those companies is the General Company for Chemical Industries, where it is found by the researcher that it is an evident problem need for discussion and developing a proper solution to it. The study aims to understand the extent applying strategic planning for human resources within the place of study, and how to attract and selection of professionals and evaluate the incentives used and the need for the office of the information within this company and investigating the compatibility of training with the strategy of the company. The researcher used the descriptive and deductive approach in order to answer research questions so that to understand the reality of strategic planning of human resources. The place of the study is the General Company for Chemical Industries, the duration of study starts from the establishment of the company in 2010. The population of the study are the managers, employees, and heads of departments. The researcher has developed a questionnaire for collecting the data from the participants after approved by specialist in this field. The study sample consist of 500 participants. The analysis is conducted to answer research questions and test the hypothesis of the study. The result shows there a mix of understanding among between the general planning and strategic planning for human resources, and there is application to strategic planning inside the company. In addition to that the selection and attracting of workers were not in accordance with a strategic perspective. |
