Summary:This study aims to identify the requirement of managers in educational planning of the specialized secondary schools in Libya through knowing the level of awareness and perception of educational planning at the secondary school principals when conducting educational planning in the following aspects (financial, academic, skill, humanitarian). The study discusses the main problems and obstacles that hinder the work of managers when implementing the educational plan in the following aspects (teachers, students, school buildings, local community) in order to conclude a proposal for educational planning in Libya and solve the problems and obstacles that hinder the implementation of such plans from the perspective of managers, and the perspective of researcher as well. The researcher used the descriptive and analytical methodology through comprehensive survey to the study sample, which includes (225) managers working in the specialized secondary schools in Libya (Tripoli, Al-Marqab, and Benghazi). The researcher designed the questionnaire that include (74) items distributed to the variables of the study (Awareness level, Perception level) to the requirements and problems of educational planning when making the plan and its vision for developing educational planning. The most important findings of the study can be summarized as follows: The level of awareness and perception on the requirement of educational planning was high, and the problems faced by managers when preparing the plan is the lack of facilities and lack of effectiveness of the parents council. With respect to the proposed mechanism of educational planning, the study emphasizes on the importance of managers meeting with teachers and shares with them the preparation of educational planning. The study recommend to increase the number of training courses for the managers of schools and improving their skills in planning, also providing the necessary resources for the success of the educational process, and expansion in establishing special institutes by making researches related to educational planning.
