Summary:Public health services in Libya consume much of the state budget without having a yield equivalent to as much as is spent on them, because of the lack of attention to human resources, based on the implementation of those services, which led to a low level of health services, and to the administrative leadership of an important role in raising the level of organizational performance, which affects the quality of health services. This study aimed to identify the prevailing administrative leadership patterns of public hospitals managers, in each of Bani Walid General Hospital and the Ali Omar Askar Specialist hospital, and identify about the development of human resources in both the two institutions and their impacts on organizational performance and quality of health services provided by them. To achieve these goals; questionnaire was specially prepared for the purposes of this study design, distributed questionnaire to a random sample of (450) medical and medical component assistant are working in the Ali Omar Askar Specialist Hospital, and general Bani Walid hospital, and for the purpose of identifying their point of view about the impact of leadership and human resources development, on the quality of service and the level of Organizational performance in both institutions. The response by the respondents, 88%. The study used a number of statistical methods to reach the objectives of the study, and prove hypotheses, namely, (descriptive analysis, global analysis, correlation analysis, and regression analysis). The study concludes to the existence of the impact of the administrative leadership and human resources development, on both the quality of medical services, and a flat organizational performance, as well as shows by the results of the study democratic rule of style, with the impact of both the other types (Autocratic, and free). The study recommended based on the results and theoretical analyzes the need to strengthen the rule of democratic leadership style in health institutions because of its impact on quality of service and performance upgrades, as well as work on the human resources development of the two institutions.
