significance of administrative planning for the development of human resources in the
World Islamic Call Society (Libya). It also explores to what extent senior
management staff apply the of administrative planning for the development of human
resources, which are essential to be followed and seeks to reach significant differences
(if any), in relation to each of the variables (sex, educational qualifications, years or
experience and the number of training courses). Furthermore, the study detects the
main problems which limit the effectiveness of exercising the fundamentals of
administrative planning for the development of human resources and reaches a
proposed conception by the researcher of the most important mechanisms which help
develop human resources in the World Islamic Call Society, subject of the present
study, through the sound and effective application of the fundamentals of
administrative planning. The study was conducted on a sample of the staff at the
Headquarters of the World Islamic Call Society (Libya), Tripoli, totaling 240 persons
as a full survey. The researcher adopted the descriptive-analytical method when
performing his study and used the questionnaire tool to collect data for the realization
of the purposes of the present study. The responses given by the sample were analyzed
using the Statistical Package for the Social Sciences (SPSS). Therefore, the researcher
was able to reach a number of results, the most important of which are as follows :
the level of recognition and practice of senior management staff of the fundamentals
and significance of administrative planning for the development of human resources
was (average); (ii) the problem of the poor organization of human resources in a way
which matches the course of work in accordance with efficiency and specialization is
one of the most important impediments hindering the practice of the effective
fundamentals of administrative planning for the development of human resources; and
(iii) the problem of the low planning abilities of the heads of departments and
divisions is one of the less significant problems. |
