Summary:The term transfer of training refers to the consistent application of particular knowledge, skills and attitudes learned from undertaking a training activity, to the workplace. A successful transfer of training is influenced by many factors including work environment, trainee characteristics, and training design after one training is completed. Over the last two decades, researchers have found that a range of specific trainee characteristics, work environment, and training design factors that can influence the success of transfer of training in the workplace. However, the influence of the work environment (organization learning culture, psychological contract breach), trainee characteristics (work engagement) and training design (training simulation) in the workplace, has not been fully explored. In addition, there has been little research conducted to investigate the effect of the transfer of training, particularly on the organizational citizenship behavior. Currently, many researchers have urged to further explore this issue, due to the lack of empirical evidence. This study has been conducted to address these gaps, specifically, in exploring the transfer of training as the mediator in the relationship between work engagement, training simulation, psychological contract breach, organizational learning culture, and organizational citizenship behavior. Thus, the objective of this study are to identify the relationship between organizational learning culture, psychological contract breach, work engagement, training simulation and transfer of training, to examine the effect of transfer of training on organizational citizenship behavior and to determine the mediating effect of transfer of training on the relationship between organizational learning culture, psychological contract breach, work engagement and training simulation with organizational citizenship behavior. This study investigated these relationships in the context of public sector organizations in Malaysia. The data for this study was collected by using the purposive sampling from Malaysian Civil Defence Force or Angkatan Pertahanan Awam (APM) employees who attended a disaster preparedness training program between March to May 2015. A set of questionnaires was used for the data gathering. The data were analyzed using Structural Equation Modeling technique using AMOS 22 version software. The findings showed that work engagement and training simulation are the factors that influence the transfer of training and there is a positive effect of the transfer of training on the organizational citizenship behavior. The result also demonstrated that the transfer of training is the mediator in the relationship between work engagement, training simulation and organizational citizenship behavior. Overall, the findings of this study extend our existing understanding of factors that influence transfer of training and the effect of transfer of training on employees and organization. In other words, through the positive transfer of training, organizations not only attain positive returns on their training investment but also improve the performance and the work attitude of the organization’s employees. The findings of this thesis, impact on organization in the Malaysian public sector for consideration of the decision makers, developing a new policy, methods on the significance role of training in the disaster preparedness training programs and set the milestone for future study of other aspects on the transfer of training which will enhance transfer of training.
