Summary:This field study aimed to investigate the relationship between the organizational health and creative behavior for the employees working at the State Minister’s Office in Dhofar Governorate, the Sultanate of Oman. It also attempts to examine the role of motivation towards dynamic work to strike a balance between organizational health and creative behavior. Due to the nature of the study, the researcher has adopted the survey approach, as he randomly selected (321) persons, out of the study population totaling (3353) members. Therefore, the researcher has developed a questionnaire that consists of (79) statements to collect the data relative to the three variables of the study. The quality of the research instrument was verified through the survey study that was applied to (74) employees of the study sample. The result of internal consistency analysis indicated the quality of the questionnaire and its validity for scientific research. In addition, the study adopted a set of statistical techniques such as confirmatory and exploratory factor analysis, and structural model in order to examine the structural relations between the study variables. The study results showed the attainment of psychometric characteristics through the confirmatory and exploratory factor analysis, as well as the convergent validity and concurrent validity in the study model. Moreover, the results showed that there was a statistical relation between the organizational health and creative behavior. On the other hand, the results proved that motivation towards learning plays the role of mediation between organizational health on one hand, and the creative behavior on the other hand. In addition, the study showed that there were fundamental differences for organizational health including organizational commitment that is ascribed to the academic qualification variable. As well as fundamental differences for organizational confidence, cohesion, independence and job commitment that are attributable to the age variable. Furthermore, the study also proved that there were fundamental differences for the creative behavior variable in the sense of venture dimension that are ascribed to the academic qualification variable; and also for the sense of venture, creative encouragement and abundance of communication that are attributable to the age variable. The study recommended paying more attention to the concept of organizational health for its powerful impact on the creative behavior and innovations for employees, either in government institutions in general, or non-government organizations in particular. In addition to conducting further scientific studies that address the relation between the organizational health, motivation towards work and creative behavior in other government institutions.
