the strategic objectives of the Ministry of Agriculture and Fisheries in the Sultanate of
Oman. The problem of the study centered on the existence of challenges and obstacles
in achieving the strategic objectives in the ministry as a result of weak job performance.
The study also aimed to verify the role of job performance as a variable and link between
performance management and strategic objectives. To achieve these objectives, the
researcher developed a questionnaire consisting of (61) items by preparing, adopting
and adapting a set of measures, and they were divided into (3) main parts: performance
management, job performance, and strategic objectives. The researcher adopted the
descriptive analytical approach represented by confirmatory factor analysis (CFA), and
then structural equation modeling (SEM) through the use of (SPSS AMOS) program to
analyze the results of the questionnaire to verify the hypotheses and objectives of the
study. The study population consisted of general managers, directors, department heads,
and employees in the Ministry of Agriculture and Fisheries in the Sultanate of Oman
numbered (4310). The researcher selected a simple random sample consisting of (352)
employees. Previous literature was also relied upon in the research, such as books,
previous studies, publications, and others. The study reached a set of results, most
notably the presence of a direct positive impact of performance management on the
strategic objectives in the Ministry of Agriculture and Fisheries in the Sultanate of
Oman at a rate of (26%), and the presence of a direct, statistically significant impact of
performance management on job performance at a rate of (71%), as the study
demonstrated. There is a direct, statistically significant effect of job performance on
strategic objectives at a rate of (37%), and the results showed that there is an indirect
positive effect between performance management and strategic objectives through job
performance at a rate of (26%), and job performance partially mediates the relationship
between performance management and strategic objectives. The study recommended
the necessity of implementing the performance management system in the ministry in
general, making a comparison between the application of performance management in
the Sultanate of Oman and its application in other countries, and benefiting from the
experiences of those countries, in addition to providing intensive and sufficient training
and qualification courses for employees of the ministry to understand all the
backgrounds of the performance management system, and the necessity of Educating
Ministry employees about the existence of a system of rewards, incentives and
compensation linked to the performance management system and based on job
performance evaluation . |
