Summary:This study aimed to determine the trends of the administrative staff of the Director General of Education and its departments in the state of Dhofar Governorate, Sultanate of Oman and the effect of strategic planning on sustainable development through the quality of institutional performance.To achieve the aim of the study, the theory of circular cumulative causation by the Swedish economist "Gunnar Myrdal( "(1944) was adopted. Furthermore, a questionnaire was adapted from the following questionnaires of (Al-Kaff, 2017 (, (Awad, 2013), (Mosleh, 2010), (Al-Dajani, 2011) and (Cotton,2017.). The questionnaire was distributed to the simple stratified sample. Total completed questionnaires were (300). The results showed that there is a statistically significant relationship between strategic planning and the quality of institutional performance at a rate of 96% .The presence of a direct relationship between strategic planning and sustainable development at a rate of 17% and the quality of institutional performance as a mediating variable. It has an indirect positive role in the relationship between strategic planning and sustainable development by 28% .The study reached several recommendations. Among the most important findings are the need to discover other dimensions and factors for measuring sustainable development, and the reality of the quality of institutional performance in other governmental institutions and organizations. This may assist educational institutions to fulfill their roles and duties to bridge the gap between science, traditional knowledge, and education. In turn will strengthen interaction and support the partnership between educational institutions and society. Therefore ,this creates an appropriate environment, providing support for scientific research, good application of strategic planning mechanism ,and upgrading institutional performance in order to achieve sustainable development
