Halal certification in Malaysia, which is recognized and trusted due to its high integrity, has made local and international Halal industries well known throughout the world. Nevertheless, there are some undesirable situations that can tarnish the recognition of hula1 certification from Malaysia. Some members of the public fail to really understand the Halal concept and this definitely can create some misconception and subsequently consider Halal certification as a mere marketing gimmick. Without proper analysis and improvement, such a situation can dampen or even destroy the Halal compliance process. In addition, the malpractices of Halal certification by entrepreneurs or industrialists themselves can contribute to society's distrust towards Halal certification in Malaysia. At the same time, the weaknesses and loopholes in the enforcement of Halal certification have made these malpractices look as if they cannot be overcome. To make things worse, there are too many law and enforcement issues related to Halal certification. The objectives of this study are to analyze the concept of Halal food and non-food products, the strength of the law governing Halal certification and the effectiveness of its enforcement. Three methods of data gathering have been used throughout this study, namely, literature reviews, interviews and personal observations. Basically, the study shows that the weaknesses regarding the laws and enforcement of Halal certification is so obvious and interrelated with the Halal management system and the understanding of the concept of Halal. It is hoped that this study, which includes the Halal concept, laws and enforcement of Halal certification, will serve as a catalyst to enhance and upgrade the Halal concept and its laws and enforcement in Malaysia.
