It is adopted by many modern organizations as a positive change tool that is reflected in the level of job performance of employees. However, administrative empowerment is not an administrative luxury practiced by the organization but rather a human investment that must be applied. In this regard, regulatory health as an intermediary variable highlights the impact of administrative empowerment on the level of job performance of the staff of the National Commission for Technical and Vocational Education in Libya to reflect the role of administrative empowerment in the performance of the staff in the body, The objective of this study was to use the analysis to derive the underlying factors of the study variables (administrative empowerment, job performance and organizational health), as well as the impact of administrative empowerment on the level of performance of the staff of the national technical and technical education organization and analysis of the impact of administrative empowerment on health. The aim of this study was to determine the impact of organizational health on the level of employees 'functional performance, as well as to measure the impact of managerial empowerment on the level of employees' performance through organizational health. National Technical and the Authority for Technical Education in Libya reached the sample size of 343 responder, the researcher used in this study, descriptive and analytical approach, and to achieve the objectives of the study employed statistical package (SPSS25& AMOS23). The results of this study found that the measure of administrative empowerment (independent variable) lies in its factors (training, delegation of authority, motivation, teams, communication). And the performance measure (dependent variable) has its components in (deviant behavior behavior, task performance, contextual performance, organizational citizenship behavior), and the organizational health measure (the mediator) has produced the following underlying factors (organizational autonomy, problem solving, communication effectiveness, Institutional, morale, and clarity (0.84). There is also a statistically significant impact on the level of performance of employees of the national body. The value of the standard estimates was (0.47) and the statistical effect of organizational health on the level of employee performance and the value of the standard estimates was (0.44). The total effect value was (0.84) and 76% for both management and regulatory health.
