Summary: | The current study aims to reach a form of a theoretical framework that can be used in the future to achieve qualitative performance in education by basing the study on the axes of the principles of Crosby's theory of total quality and the extent of its effectiveness on the organizational performance of the education directorates in the governorates of the Sultanate of Oman, with the presence of an intermediate variable, such as the culture of quality. The study used the descriptive analytical approach. The population of the current study consists of directors of departments and their assistants in the directorates of education, the number of which is (208). The study sample was chosen from the original community through the simple random method. The study used an upgraded questionnaire, which was divided into axes according to the variables. The face validity and validity of the content of the study tool were verified by presenting it to a group of arbitrators. In order to verify the stability of the tool, a pilot study was conduct on (40) responders. The results of the stability of the Cronbach’s alpha coefficient showed that the paragraphs have excellent stability, as the total stability value reached (0.978). The study used a set of statistical methods represented in structural modeling (SEM) to reveal the quality of the model and study the interrelationships between the variables and the mediating relationship of the mediating variable, in addition to analyzing the Multivariate analysis of variance (MANONA) to identify the essential differences between the studied variables and the demographic variables, using both (SMART PLS) and (SPSS) programs. The results of the analysis showed that the study tool model has high validity and reliability. The results of the structural study of the research questions and its assumption showed that there is a fundamental relationship between conformity with specifications, error prevention, quality standard, and quality measurement on one hand and the level of organizational performance and in the directorates. The results showed a fundamental relationship of (0.001) between Crosby’s principles in total quality management and both growth and education, internal operations, and the social responsibility in the axes of organizational performance. The study also established the existence of an influential relationship for the principles of total quality on organizational performance. As for the mediating relationship, the results showed a direct fundamental relationship of (0.001) between the quality principles and the organizational performance, thus the mediation relationship is complementary (partial). The effect size reached (0.433), which is a significant effect according to Cohen’s standard. The results also showed the existence of substantial differences at the level of indication of (0.05) to prevent error (0.010) in favor of the Al Batinah North Governorate, and the existence of differences between the level of organizational performance (0.001), the growth and education (0.005), and internal operations (0. 039) for organizational performance depending on the governorate variable, in favor of the Governorate of Muscat. The study recommended the necessity of replacing the Quality Management System (QMS) that is currently applied and restructuring the system through managing the Total Quality Management System (TQM) according to Crosby's theory. |
