To achieve the objectives of the study the Analytical descriptive approach was used. and a questionnaire consisting of (70) items was prepared, and the study population consisted of (548) employees in supervisory positions in the Palestinian Civil and Military Ministry of Interior, and a stratified random sample of (224) individuals was selected from the study population. the study adopted the structural equations methodology using Smart-PLS3 software and the SPSS software, to verify the validity of the measurement model, test hypotheses, identify the path of the relationship between the variables, and the suitability of the assumed model with the data of the field study, and the study concluded that there is a positive effect and a correlation between leadership Transformational and organizational culture, and that organizational culture plays a mediating role on the relationship between transformational leadership and job performance, and there is a positive effect and a correlation relationship between the influential leader and the organizational culture, and the organizational culture has a positive effect as a mediator variable between the influential leader and the organizational culture. Depending on results the researcher recommends, adopting modern administrative methods (transformational leadership) capable of creating an organizational culture among employees, which leads to raising their performance efficiency, and the higher leaders’ awareness of the importance of organizational culture and the important role it plays in highlighting the identity of the institution, and providing the material and financial resources necessary to complete the training programs for transformational leadership.
