The research questions were concentrated on the extent of applying Islamic values in the information systems (IS) success model that can give impact on citizens' decisions for adoption of e-government services. Poor citizens and less educated are less likely to adopt e-government services. The purpose of this quantitative and qualitative research is to examine and identify factors that influence on 15 success model for the adoption of e-government services by citizens based on Islamic values. The research framework was based on the rational choice of DeLone and McLean theory model (2003). This research was conducted in Malaysia. Data were collected from 499 respondents using a Likert Scale survey instrument and interviews with six participants to determine the perceptions of e-government services used. Data analysis was conducted using Structural Equation Modeling (SEM) techniques via AMOS 20 and SPSS 20. The findings of this research show that by applying Islamic values on IS success model such as trust in the Internet, trust in government and ease access to the Internet are making the citizens to adopt e-government services. Recommendations for the government provider's services are to create a more user-friendly government, promote citizen awareness of e-government, applying Islamic values on e-government system and encourage government initiatives that ensure affordable e-government access for all with decreasing costs to reach government services. The results on the other hand, may not necessarily be applicable to governments from other countries.
