This quantitative study discusses the delay in project delivery, which is one of the dilemmas of developing countries. The problem is despite the importance of projects in boosting the national economy, the Sultanate of Oman suffers from delays in the delivery of many strategic projects, which caused delay in receiving their dues, and the possibility of an increase in the cost of financing the project. Therefore, this study aims to investigate factors related to the delay in the delivery of construction-related projects in the Sultanate of Oman, and to identify the most important of these factors. This study relies on the descriptive analytical method, and the quantitative method in data collection. The model of this study was based on theories and previous studies to determine the most factors cause the construction project delay. The study model was built based on four groups of factors, among which are the most important reasons for the delay in the delivery of construction projects, represented by: factors related to project owners, project contractors, project consultants, and factors related to the environment surrounding the project. The rules and regulations were chosen as a moderator factor within the study model to fill the gap in the literature represented in ignoring the role of legislation in reducing the delay time. The study population is represented by all managers and employees working in construction companies in Oman. The sample of the study was determined at a size of (346 respondents). The results showed that the delay of projects was affected significantly by factors related to the environment, as well as factors related to the owner, in addition to the rules and regulations, while the factors related to the contractor and the consultants showed no significant effect. The results of moderation test showed a significant effect of rules and regulation between the factors related to the environment, as well as the factors related to the owner and the delay of construction projects. The study recommends avoiding subcontracting. It is recommended that subcontractors be involved in a tightly controlled environment to ensure that they implement the required form and on time. |
