Objektif pemilihan tajuk ini bertujuan untuk mengkaji samada Akta-akta sediada menjaga kepentingan pembeli hartanah, kesan projek terbengkalai terhadap pembeli hartanah dari segi ekonomi dan sosial, pihak-pihak yang sepatutnya bertanggungjawab terhadap pembeli serta jenis hartanah yang banyak terbengkalai. Abandoned projects had threaten the role of construction section from being the main contributor to the country's development. The most effected party due to these abandoned projects is the property buyers. The practice of 'sell and build' concept in our country had caused the welfare of the abandoned property buyers to be ignored.
