Summary:This study was to investigate management related factors affecting time and cost performance of construction projects and also to uncover in-depth information on time and cost overruns faced by construction companies. Data collection for this study was carried out through questionnaire survey. Literature review was conducted and found fifty-four (54) factors related to resource and site management. Since there are many factor, only sixteen (16) factors (factor having frequency of 5 and above) are considered as common factors for this study and used as the main content of pilot study questionnaire. The pilot study involved ten (10) experts who are having experiences more than 25 years in construction industry involved in the pilot study. Result from pilot study found that all the items are reliable with Cronbach alpha more than 0.7 which means the same items are maintained for the actual questionnaire survey. The actual survey involved 137 respondents and the collected data was analysed using descriptive approach. The result for the rank of occurrence, it was found that for time overrun the most occurred factor is financial difficulties of owner for resources group and delay in material procurement for site group. These same factors found for cost overrun. For the rank of severity, it was found that for time overrun the most severity factor is shortage of technical personnel for resources group and incompetent subcontractors for site group. However, for cost overrun, the most severity factor is fluctuation of prices of materials for resources group and inaccurate time & cost estimate for site group. For the responsibility party, it was found that the contractor is the most responsible party for time and cost overrun. This study highlighted current situation regarding time and cost overrun encountered in Malaysia construction industry. Therefore, this study can benefit both the research and construction communities.
