Summary:Project performance is highly influence by the competence of a project manager in carrying out his role. Critical performance issues that often occur in construction industry are related to time delays, cost overruns and poor quality. Mainly this was due to the lack of competency of a project manager in managing a project. This study was conducted to develop the frame work of project manager’s competency in leading toward the success of road project implementation in West Sumatra. Many development projects in West Sumatera was observed and it shows that several road projects were not successful due to the project manager’s incompetence. The basic concept and theory of project manager’s competency highlighted from several references including International Project Management Frameworks. At the initial stage, 55 project manager’s competency factors were identified from the literatures review. Surveys was conducted on project managers in West Sumatera and additional 11 competency factors were identified by the expert. Questionnaire survey were distributed to 81 respondents who are involved in road project in West Sumatra to provide the most important feedback. The qualitative analysis method was used has highlighted 65 competency factors agreed by the experts in Indonesia. The next stage uses Structure Equation Model (SEM) and Partial Least Square (PLS) Smart 3.0 application, to obtain the critical factors and validate the research hypotheses. The results of the factor analysis highlighted 13 critical factors and 8 competency frameworks required for road project managers. The framework was validated by 5 experts project manager in Indonesia and later the framework was tested on 3 road project managers in West Sumatera. In conclusion, the framework was successfully develop and recommended as one of the tools to improve the competencies of road project managers in West Sumatera.
