However, there is one situation that causes employees to be unproductive. Among the conditions that can cause employees to be unproductive is a periodic work schedule. This means work is only performed at certain times and not full time throughout the year. This happened at the Services Unit, Procurement Division, Ministry of Education Malaysia. The organization believes that programs such as training and temporary job rotation of officers to other Units in the Procurement Division are a practical and cost -effective approach. The purpose of this research is to identify the factors that contribute to the lack of productivity and measure the level of effectiveness of the intervention obtained by testing two variables namely knowledge and productivity. Using interview, survey and observation methods involving a total of 25 respondents, a mixed method approach was used. Thematic Analysis and the Social Science Statistical Package (SPSS) were then used to interpret and analyse the findings obtained as a result of the listed mixed methods. As a result, the training and temporary work rounds implemented in this organization were found to be significant based on the results of Thematic Analysis and paired sample t-test analysis.
