To date, there is no clear scientific basis for the value of accuracy practiced, and it is not in sync with the accuracy value of public timekeeping. Therefore, this study focuses on one of the applications that uses time as a reference for prayer timekeeping by the public. The study aims to formulate guidelines to implement a more practical prayer timekeeping accuracy. Prayer timekeeping was chosen as the focus of this study because currently it is being used by 61.3% of the Muslim community in Malaysia. A total of 940 respondents participated in the survey and the accuracy of public timekeeping was obtained based on the differences between timekeeping devices and Malaysian Standard Time. The impact of public timekeeping accuracy on prayer timekeeping practices was studied through 165 observations on prayer clock accuracy and from interview data of 21 muezzins to identify the factors that influenced the accuracy of muezzin’s call to prayer. The findings of the study from surveys, observations, and interviews conducted formed the basis of the construction of proposed guidelines under six sections: public timekeeping; prayer time calculation; ihtiyati; prayer time zone; mosque’s prayer clock; and muezzin’s call to prayer practices. Experts in the field of Astronomy and Falak Syari’e were selected for confirmation of the guidelines, and the proposed accuracy value for prayer timekeeping was ± 3 minutes.
