Summary:The Building and Common Property (Maintenance and Building Management) Act 2007 (Act 663) came into force on 12 April 2007. This act requires developers to set up a Joint Management Body (JMB) with regards to multy storey buildings as stipulated under Strata Title Act. The establishment of this act is to solve the maintenance and management of multy storey buildings that have been came into limelight from publics, especially the dwellers themselves. For this to happen, the Ministry Of Housing And Local Goverment has appointed Commisioner Of Building(s) in every local authority. It is not intended to solve problems relating to management of multy storey building but to facilitate the process of guiding and monitoring the early stage approval of Certificate Of Fitness For Accupancy (CFO) or Certificate Of Completion And Compliance (CCC), summoning notices and holding first meeting, appointing (Joint Management Commitee JMC) and subsequently the JMB. Monitoring is in continuation until JMC is dissolved after residents obtained and set up Managemant Corporation (MC). This study is to examine the implementation of Act 663 in Selangor, the management of departments related to the state level and local authorities. Focus is also given to advantages and disadvantages in existing structures, and sugesstion for improvement.
