Summary:The development of Gated and Guarded Community Schemes (GACOS) in Malaysia had been introduced by the amendment of the Strata Title Act in 2007. The purpose is to repair and overcome the weaknesses in a gated community concept that is currently used. This concept is different compared to the current residential concept and also to the current concept that has been used for the gated community, since this new concept is a development of strata housing schemes which referring to ownership toward land parcel. The GACOS concept is apply under Strata Titles Act 1985 with the titles ownership is strata titles. Majority of the buyers choose GACOS concept because of the security factor offered. The development of GACOS also attacts the occupiers to make their existing residential as ‘Guarded Neighbourhood’ with the placement of guard house at the main entrance of the residential where the traffic flow can be monitored. However, the occupiers did not fully understand with the concept, rights and responsibilities in the community and also the implication arise from the concept of the residential they live in. The aim of this reseach is to identify the existing planning criterias used by the Local Authoriry in order to monitor the GACOS concept performance in peninsular Malaysia, to identify the differences that exist between GACOS concept development and the existing neighbourhood area to form Guarded Neighbourhood (GN) which is ‘guarded neighbourhood’ and ‘guarded and gated community’ and finally to identify the understanding and opinion of the occupiers and public toward GACOS concept. The research data obtained from both the primary and secondary sources. The primary data obtained through questionnaire involving the occupiers and the public. This research found that the occupiers and public both have the same understanding toward GACOS concept but on the other hand they are not really understand the rights and responsibilities and the implication arise from the development of their housing and also the GACOS concept.
