Summary: | In today’s new economy, organisations are continuously facing a number of globalisation issues such as increasing complexity of technologies, innovations and human resource development. These factors caused many organisations including institutions of higher education to spend a significant amount of time and budget on the management and supervisory of training programmes. With the advent of information technology (IT), training programmes at institutions of higher education are now more IT oriented so as to ensure university clerical workers will attain the desired level of IT competencies. Within this contex, this research is an attempt to (a) identify how the clerical workers acquire IT competency; (b) measure the level of IT competencies among clerical workers; (c) identify the relationship between IT competencies and factors that affect the transfer of IT training; and (d) to explore differences perceptions of university clerical workers on the factors that affect the transfer of IT training based on selected demographic background. This study was done by using the qualitative and quantitative methods which was conducted upon university clerical workers from Universiti Teknologi Malaysia (UTM) and Universiti Pendidikan Sultan Idris (UPSI). There were seven contributory factors used in this study: trainer competency, trainee characteristics, organizational system, organizational management, training methodology, IT facilities and work culture. SPSS version 11.0 were used to analyse the quantitative data using checklists and survey questionnaires. Miles and Huberman (1986) method was also used to analyse qualitative data based on interviews. The findings from the checklist indicated that there are different levels of IT competency whereby UTM indicated higher level of IT competency compared to UPSI. This study also showed that there are difference of perceptions in factors that affect the transfer of IT training based on their demographic background, as well the relationship of these factors with IT competency. However, based on the qualitative analysis, the clerical workers at UTM and UPSI stated similar perceptions that practical based training has high level of receptivity.
