Summary:Road construction in Indonesia will always be confronted with the characteristics of the soil conditions that exist in Indonesia. One of Soil problem that must be face when constructing road infrastructure is expansive soil. Type of this soils can caused damage to the pavement. Various designs and cost of construction to solve expansive soil problem in road construction have been proposed by designer. To chose the best design in solving expansive soil problem for road construction is by applying value engineering technique to accommodate the client wishes regarding to cost and value of the project. Location of this study at Semarang-Godong link as case 1 and road and Purwodadi-Wirosari link road as case 2 base on prior study both of link road above in expansive soil deposited . Result of applying value engineering for road construction at expansive soil generate two best design in each location. On case 1 membrane vertical with backfill compacted and Membrane horizontal idea was chosen for best option design. On case 2 membrane vertical with backfill compacted and membrane vertical with cement slurry was chosen for best option design. All option base on criteria that have been determine in value engineering process. Value engineering can be applied in road construction at expansive soils for chose best design among all alternative that have been made with various of cost and other advantages. Therefore, client/owner can decide which design suitable to their objective.
