Summary:The contractors must register with the Construction Industry Development Board (CIDB) before they are allowed to carry out of construction works. The statistics of registration of contractors at CIDB until June 2011 showed 62,811 contractors. However, the total of contractors did not awarded tender also high especially in the dormant category. The total of dormant contractor for 2011 was 5,539 contractors. The objectives of this study are to identify the factor that contractors being dormant from the viewpoint of the CIDB, to identify the factor that contractors being dormant from the viewpoint of the contractor, to identify the business diversification carried out by the dormant contractors and to identify the action to CIDB taken towards dormant contractors. The study is carried out in Johor Bahru. Data is collected through questionnaires and interviews. A total of 114 questionnaires are distributed to the respondents comprising of contractors, clients and CIDB. The data is analyzed using Average Index. From the study, the factors that contributed to the contractor being dormant from the viewpoint of CIDB are inadequate experience in construction, limited skill, inadequate financial resources, unwilling to take risk and the type of project. Thereof, the factors that contributed to the contractor being dormant from the viewpoint of the contractor are inadequate financial resources, failure getting the load, high cost of overhead, stiff of competition, and high price of document tender. The business diversifications of dormant contractors are service business and farming or agriculture. And the result from last objective showed the best action can be taken by CIDB to reduce total of dormant contractor is provide the incentive training to them.
