Heuristics are commonly used in problem solving is based on Polya model (1957). This study was conducted to determine the level of difficulty in HOTS and determine the type of proficiency in higher-order thinking in problem solving and the factors that contribute to these difficulties. This study was conducted using quantitative methods and qualitative research. The procedure uses two types of data collection instruments, namely a set of problem solving questions according to Bloom's Taxonomy of cognitive and structured interviews. The findings from this study has identified that the level of HOTS in problem solving among Form 5 students is still low. Based on the data analysis from the interview, there are four factors that influence students' difficulty in mastering HOTS.
