Summary:An “open space” has been seen as a fundamental need in the formation of a community. Therefore, t has been given more and more attention for the well being of human beings. An ideal “open space” is an area in which recreational, educational and positive interaction activities could take place. The study of “open space” in the aspect of land utilisation, management and land status is hereby carried out in all housing estates in Kulai, which involved 96 vacant lots, which is under the jurisdiction of Majlis Daerah Kulai (MDK). This study reveals that 70% of the vacant lots designed for open space have no problem with its utilisation, 66% have no management problems but all do not have registered land titles under Majlis Daerah Kulai’s name. Thus this study generally indicates that designated open spaces in MDK are being properly used and managed. By the year 2015, analysis from future development indicates that there will be 2702 acres of vacant spaces/ recreational areas of which 1598 acres is for public and 1104 acres for private use. It is suggested that the Local Authority could possibly improve the use and management of the vacant land with proper maintenance schedule and provide latest facilities for the comfort and satisfaction of the public. The Local Authority should also take appropriate actions to register the open spaces to be under their name in order to attain the indefeasibility of ownership.
