The local people who are keen in purchasing or renting such properties are willing to leave the conventional housing estate that has been the norm to retreat to an enclave secured behind high walls and imposing fences. One of the main reasons as to why the property is preferred is the security factor as well as exclusivity and privacy. This scenario has encouraged housing developers to look ahead and offer the PKB housing projects to cater for the demand. Realising this, it is then the onus of PBT such as DBKL to be proactive in ensuring the development of PKB does not give a negative impact. Futhermore, DBKL is yet to come-up with any proper guidelines pertaining to the development of PKB. Therefore, a research such as this study is needed in order to identify certain planning criterias that are specific to the PKB development so that they are in line with the concept of sustainable housing development. Such criterias should be based on town planning principles and philosophies. Two main issues that need to be considered are social development and physical planning of PKB. To this end, three objectives have been identified with a special focus on three influencing parties namely DBKL as the local authority, relevant housing developers and occupants or residents of PKB. To meet the objectives, references to secondary and primary data which include distributing questionnaires to concerned occupants and direct interviews with selected housing developers are carried out. As a result, this study has been able to outline the planning criterias that are more complete and geared towards the aspect of social development and physical planning. The two aspects need to be specially addressed for a more comprehensive PKB which can fulfill the concept of sustainable urban housing development. As such, this study has also succeeded in giving inputs in improving the existing criterias which previously have been rather general in nature. The identified criterias that have been proposed in the study can be used as a guideline by the local authority (DBKL) and housing developers.
