Summary:There is a shortage of primary school teachers in the province of Riau Islands of Indonesia. To overcome this issue, school principals employ high school graduates as Attachment Teachers of Primary School (GSSR). This study was conducted to determine the aspect of competence and the difference in terms of competence based on years of service in the Riau Archipelago of Indonesia according to the levels of Katz Teacher Development. In addition, this study aimed to identify problems and explore GSSR competence development process. The methodology for this study was the Mixed-methods design using Sequential Explanation model which was divided into two phases. The first phase was a quantitative study using the survey method and the second phase was a qualitative study using semi-structured interview method. The sampling method used to gather quantitative data was stratified random sampling whereby the questionnaires prepared were distributed to 400 respondents. In addition, the sampling method for qualitative data was purposive sampling where sixteen respondents were interviewed. The results showed that overall the GSSR teachers possess the following competencies namely Professional Competence, Pedagogical Competence, and Social Competence and Personal Competence at every level. Data also showed that the GSSR teachers have developed their competence through Self-direction, Mentoring and Training. This study has managed to establish a competence development concept which can be used for professional development of GSSR teachers in the Riau Province, Indonesia.
